Taiwan is an island-shaped area with abundant rainfall, and people often relax in streams. Dabao Creek in the Three Gorges District of New Taipei City is a tourist attraction in northern Taiwan. The government and private industry have jointly prevented drowning and effectively improved water safety. In 2016, 2017, and 2019, all people drowned, and the effect of drowning prevention was significant. The research method is to explore the law, policy and implementation level through the prevention of drowning service cases; take the grassroots duty personnel, planning team, and the successful rescue of drowning people as the research data, and use the root cause analysis method to analyze the root cause of the people drowning Reasons, and then propose solutions to effectively improve the chance of drowning rescue. This research has the following results and recommendations: 1. Firefighters' drowning prevention duties can effectively reduce the occurrence of drowning accidents. 2. Monitors are installed in nearby stores, which can effectively monitor the flow of tourists and the water level of the stream. 3. Before the heavy rain, persuade the people to go ashore to avoid trapping the people in the stream bed. 4. Encourage businesses to hire life-saving personnel by themselves, and strengthen the education of schools to prevent drowning. 5. Hold a public hearing, add simple life-saving facilities, and demolish illegal construction facilities. 6. Establish user-paid charging measures and set strict penalties. |
