  • Abstract Since the establishment of the National Fire Agency under the Ministry of the Interior in 1995, the duty and rest schedules of firefighters have been determined independently by local governments due to the framework of local self-government. In the early years, firefighters in Taipei and Kaohsiung followed a 24-hour-on, 24-hour-off schedule, while firefighters in other counties and cities generally followed a two-days-on, one-day-off schedule. In recent years, various systems have been adopted, including arrangements providing for 13 or 14 days off per month. As a result, there is no uniform standard governing the rest and leave arrangements of firefighters across Taiwan. Furthermore, firefighters are required to work consecutive shifts ranging from 24 to 72 hours. However, regulations concerning overtime and excessive-duty compensation vary among local governments, with payments ranging from NT$12,000 to NT$17,000, such as prolonged working hours may pose risks to firefighters・ health and may adversely affect their rights and welfare.
In 2019, Judicial Yuan Interpretation No. 785 declared the previous duty and rest system, as well as the method used to calculate excessive-duty hours, unconstitutional. Subsequently, the National Fire Agency under the Ministry of the Interior established standardized regulations governing firefighters・ rest and leave arrangements and the calculation of excessive-duty hours, with the aim of safeguarding firefighters・ rights and interests. The new duty and rest system was implemented in 2023 (ROC Year 112) and has now been in effect for two years. In 2025 (ROC Year 114), the implementation of the new duty and rest system entered its second phase. This study focuses on firefighters・ satisfaction with the new duty and rest system from 2023 to 2025. By examining firefighters・ actual working and duty conditions in conjunction with the changes introduced by the new duty and rest system, the study seeks to determine whether firefighters support the new system and to identify any supporting measures or complementary policies that may be necessary. The findings are intended to provide a reference for the future adjustment, improvement, and development of the firefighters・ duty and rest system.
Although the results of this study confirm that the new duty and rest system has led the majority of firefighters to express greater satisfaction with their leave arrangements and improvements in their quality of life, and has received particularly strong support from frontline firefighters, the findings also reveal a phenomenon that may be described as :satisfaction during days off, but overwork while on duty. ;The data indicate that, despite firefighters・ strong recognition of the stability of their profession, individual fire departments and units continue to face challenges such as insufficient staffing, extended duty schedules, and inadequate rest periods while on duty. In addition, firefighters have expressed strong demands for more substantial compensation for overtime and excessive-duty hours. In conclusion, although the reform of the firefighters・ duty and rest system represents a significant milestone in the history of Taiwan・s fire services, further measures are still necessary. These should include expanding and strengthening the firefighting workforce, as well as improving compensation and reward mechanisms. Only through such measures can the sense of diminished professional value among firefighters be addressed and the core objective of protecting firefighters・ right to health be fully realized.
