  • Abstract There are many scooters in Taiwan, but parking spaces are very limited. People often face the problem of parking 3 scooters in 2 spaces and being moved into non-parking areas as illegal parking. This situation has been the daily life of Taiwanese people; also, cost for issuing parking bill by staffs manually is relatively high. Therefore, the lack of human resources has caused many parking chaos and became challenges for the government to face.
    To solve the problem of scooter parking issues in Taiwan, Smartway Solutions Inc. proposed a ¡§Scooter Automatic Parking Fee Collection Service¡¨ to the Taipei City Government: Parkey Pilot Project. This research takes the Parkey innovative service system as the research object and conducts a user experience survey to analyze the impact of this innovative service to the government, the public, facilities and the market. The key findings of this study are summarized as follows:
    1. The scooters are widely used in Taiwan, and parking demand is high; but due to high cost of manual charging and the lack of human resources, parking fee remains flat rate instead of hourly rate. This results in unfair charge for short-term parking. Due to this, turnover rate and efficiency for parking spaces remain low.
    2. The Parkey Smart Parking Service System provides automatic parking billing for scooter, reduces the labor cost of billers, and has high user acceptance. It can indeed provide a new service model for the future scooter parking market.
    3. The customer survey shows high satisfaction rate for Parkey¡¦s system, but current flat rate policy is impossible to establish a business model for the market. Therefore, the literature review provides examples of Taipei and Taoyuan City Government paying attention to their on-street scooter parking policies, and trying to make them by charged by hourly rate. If hourly rate charging is implemented with higher income, it is possible to promote Parkey as new scooter parking management method.
    4. Majority Users like the concept of one space for one scooter, and the system is recommended to use fence design instead of locking wheels to simplify the process and reduce the hardware costs.
