Abstract | Taiwan is a narrow and densely populated land, with only 31% of the land being flat. The residential type is increasingly dominated by buildings. In recent years, building fires have occurred frequently. Among them, the Kaohsiung City-Central Building and the Changhua Qiaoyou Building not only caused serious casualties, but also killed firefighters. Both fires were old buildings without management committees. Therefore, this study analyzes the fire safety implementation aspects of old buildings without management committees, and takes buildings above the 6th floor as the main target. This study has an in-depth study on the fire safety issues of old buildings without management committees above the 6th floor. Through the inspection process of the security inspection team, it can be found that whether it is through 4 or 5 years of publicity or after one year of publicity, If a maintenance declaration is not made in accordance with the regulations, an invoice will be issued immediately, which will consume a lot of manpower and public funds, and the implementation effect will be ineffective. This study recommends that the various advantages of the Administrative Committee can be publicized through television, social networks, flyers, and holding people's conferences, and experts can be convened to set up advisory groups, conduct regular seminars, and provide relevant policy publicity to the public in a timely manner. Counseling and assistance; in addition, the competent authority can formulate a special subsidy plan and use incentives to encourage the establishment of management organizations in old buildings. For those who are still unwilling, the government can entrust a property management company to manage it on their behalf, using the user-pays concept. Taxes are added to management taxes; finally, the deficiencies in the regulations are revised and regulated through laws, so that fire safety inspections can be carried out in a more efficient manner.
