Abstract | New Taipei City is a vast territory with a population of over 4 million. There are many buildings, but there are also many old apartments. It is a big challenge in fire and disaster relief. In particular, the early road planning in most areas was not perfect, which also caused difficulties in the disaster relief movement.Statistics on fire casualties in New Taipei City over the years show that old apartments have the highest proportion of fire casualties. Therefore, in addition to strengthening prevention of fire incidences, how to strengthen firefighters' rescue of apartment fires is also an important task. In order to improve the firefighting unit's ability to rescue apartment fires, the New Taipei City Government Fire Department issued a basic disaster relief module for apartment fire full-scenario rescue drills in 2019. The content is based on the commander's rescue deployment, on-site deployment, individual and team combat skills, etc. Define relevant matters that must be observed and require the team to practice every week. This has been implemented for 4 years as of 2013. This study discusses the various sub-contents formulated by New Taipei City for this drill, and compares the actual on-site actions of the disaster relief personnel with the daily drill situations when an apartment fire with casualties occurred in the jurisdiction of the Fifth Disaster Rescue Brigade of the city. Discuss its training effectiveness. This study conducted interviews with 6 experts, all of whom are experienced and professional firefighting colleagues in New Taipei City. We asked them if they have any suggestions on the detailed contents of formulating full-scenario drill projects, and on how to implement them in practice. Views on improving the disaster relief capabilities of colleagues, and use this to study whether there is any need to improve the usual education and training methods. This study compiles the opinions of experts and incorporates their own experience to analyze whether there are any shortcomings in the existing training methods that use teams as a unit, once a week or according to the script, why they produce different results in actual disaster relief, and how to avoid the same The situation happened again, and it was suggested that in the future, the frequency or fixed roles of the training mode could be adjusted, the training level could be led by the squadron at an appropriate time, and the content design could incorporate more situations or changes to make the training more effect. |
