Abstract | The Toxic Chemical Substances Management Law promulgated by the Republic of China in 1975 is aimed at the management of toxic chemical substances. Later, the Environmental Protection Agency of the Executive Yuan announced and amended it to the Toxic and Chemical Substances Management Law on December 21, 2007. The purpose is to manage toxic chemical substances and chemical substances of concern. Under the substantive management of laws and regulations, to avoid disasters caused by toxicity or chemical substances that cause misfortune and affect the safety of peopleˇ¦s lives and properties. If the disaster of toxicity or chemical substances of concern occurs in a harsh environment, if you can Make emergency response as soon as possible or have corresponding countermeasures in advance to reduce the dangers caused by chemical disasters, reduce the impact on the environment and the loss of life and property of the people around the disaster area. This study takes the forest area of New Taipei City as an example. The potential hazards of toxic chemicals are established before the disaster occurs, and the response mechanism is established before the disaster occurs, and the source of pollution, emergency response measures, disaster prevention organization operation mode, and notification within the disaster area can be clearly understood. Methods and personnel operation procedures and other related implementation operations, in order to enable government agencies, rescue units, schools, organizations, industrial and commercial plants and neighboring residents in the disaster area to respond quickly to the occurrence of chemical disaster accidents, and to assist the accident factory to deal with disasters , So that the disaster loss and impact are reduced to the minimum damage. The focus of this study on toxic chemical substances in the forest area is the proliferation that may occur during storage, transportation, and use in storage tanks, and calculate the hazards and scope of impact caused by the proliferation, and whether they have reached the concentration that harms human health and safety. Collect relevant data such as toxic chemical substance hazard source emission mode, hazardous substance emission rate and emission volume, and then simulate the two simulated hazard conditions of general leakage and the most serious leakage, which can enable government agencies and businesses.
