Abstract | Public safety inspection for buildings is crucial to protecting people's lives and property. In 1995, Article 77 under the ROC Building Act was amended; in 1996, the ¡§Regulations for Inspecting and Reporting Buildings¡¦ Public Security¡¨ was enacted, ushering in a system in which public safety inspection and certification are done by private contractors instead of government agencies. However, given the trend of larger and taller buildings, it is necessary to evaluate the effectiveness of private-led inspection and certification system. Moreover, multiple disasters of public building fires over the years make it more urgent to evaluate the review system in the government¡¦s public safety management. ¡@¡@The public safety inspection of buildings involves professional construction and disaster prevention knowledge about facilities and equipment for fire prevention and shelter from disasters. The professional inspectors must perform the inspection work in line with highly complicated government regulations, and the full cooperation of the reporting party is also crucial. When government agencies review the report, problems in managing such procedures often occur due to lack of uniform rules, and limitations of manpower, technology, and funding. ¡@¡@This study tried to explore the aforementioned problems in three aspects ¡V regulations, enforcement and management ¡V through analyzing and summarizing the current situations of inspecting and reporting buildings¡¦ public security and the review system. The purpose is to formulate suggestions for improving the system so as to make it more reasonable and in turn reach the goal of efficiency in managing buildings¡¦ public safety. |
