Abstract	Emergency Medical Service is a kind of protection administration of society security. Its efficiency and qualification symbolize the implementation of social security critical medication emergency. And the most important point is all emergency medical technicians on front line’s safe. There is not safe emergency medical service anymore if all emergency medical technicians on front line are not safe, not to mention the qualification of Social Emergency Medical Service. There are Fire Departments of each County of Taiwan, Evacuation Team of Army in Taiwan, Emergency Medical Care Law, and all hospitals, institutions established by it. All data of emergency medical service made up by all fire departments in Taiwan are representative in the country because the emergency medical service of fire departments contacts people the most frequently.
