Abstract | Ever since Taiwan became a member of WTO, Taiwanese authority, inevitably, has to change its policy dramatically in order to meet requirements of world economy. The public bus system of Keelung City is totally owned and operated by City Council. Due to tremendous burden of personnel costs, the performance of Keelung City bus system has failed to reach the expert level for a long period of time, as a result, a great deal of financial debts occurs to City Council. This study with the reference to the successful operation of foreign transportation organizations, and this study come up with a conclusion: The domestic transportation organizations have to be owned and operated by private organizations in order to achieve a satisfactory performance. This study focuses on the current operation circumstance around Keelung City bus. The Multi-Criteria Decision Method (MCDM) is applied to evaluate and, ultimately, select every feasible alternative of organization mode. The Analysis Hierarchy Process Method ( AHP ) is also applied to compute relative weight or significant of every evaluation indicator ,meanwhile , and by using the Technique of Order Performance by Similarity Ideal Solution Method (TOPSIS) for the alternation evaluation and selection priority order , we get the most proper policy for the private cooperation with the management of Keelung City bus organization. This study evaluated five feasible plans the results to demonstrate that the Keelung City bus take completely privately operated as best policy , it is not only help the policy-making enhance decision quality under uncertain conditions but also provide the Keelung Municipal government to carry on the public bus organization privatization appraisal reference in the future. |
