Abstract | No matter an enterprise makes regulations how fine or complete. Without the determinations by the manager and all staffs fully implemented and cooperated, it was just talking about day-dreams. The industrial safety system which enforced in Taiwan Power Company (Taipower) not only applied Labor Safety and Health Act , but also accumulated various disasters and painful lessons of the past decades. Thus, judging the Taiwan Power Company management sides about the safety and health had already set detailed. And all units had passed Taiwan Occupational Health and Safety Systems (TOSHMS) certification one after the other in recent years. By establishment of hazard identification, risk assessment and risk control to reduce the fatality.contractors, however, due to occupational injury deaths each year but no drop slowlytrend, how to help contractors to establish a good management system and implement to perform, to develop good work habits, to establish a good safety culture, increasing staff through the establishment of a safety culture, behavioral safety, safety knowledge and safety motivation,reduce the fatality rate, and then to develop good safety attitude and safe behavior, Department of Taipower company's most important business objectives¡C Taipower at the beginning of an2009 to 2013 Contractor post disaster case analysis, through its indirect reason and basic reasons, to explore the root causes of this study, analyze the causes of this study found that non-compliance in the indirect causes, mainly laborstandard operating procedures for facilities and not wear safety with reason. Part of the basic reasons, mainly labor hazard awareness and safety education, training and advocacy deficiencies. By various reasons, mainly due to large is not part of the Department of on-site foreman can not effectively show a good "safety leadership and Communication", however, whether the site foreman with a good sense of security management, and ultimately depends on whether the employer has a safety values if the employer is the belief of the implementation of the health and safety before training on continuing to strengthen the awareness of health and safety knowledge and safety management of the site foreman, and the employer shall operate to enhance the safety and health of the proportion of priority in the allocation of resources to strengthen the health and safety of , the most important is to foster awareness of the site foreman security management, before the site foreman to show the "safety" of leadership and communication behavior, thereby affecting the site construction personnel to comply with safety regulations. We can see that operated the person in charge of the health and safety of the lack of attention and executive determination of the contract, the indirect effects of the entry field construction personnel to comply with the wishes of the execution of business will not be able to effectively enhance the implementation of the health services contractor safety, and thus can not be reduced fatality the opportunity. Finally, the study based on the analysis results, Taipower the contract procurement operations and coordination the Contractor labor safety and health in implementation, provide a number of recommendations.
