Abstract | In 2002, doubling of tourist arrivals was listed as one of targets in the ¡§Challenge 2008: National Development Plan" unveiled by the government, because the global tourism industry has blossomed in recent years. As the numbers of tourists arriving in Taiwan are increasing, the Tourism Bureau also proposes the Star Rating System (approximately starting from 2009) to improve the service quality of hotel in order to promote the growth of tourism industry and the connection with international instead of Plum Rating System. At present, Tourist Hotels can be divided into two categories, international tourist hotels and general tourist hotels, and they were regulated by stringent laws; while the general hotels were only regulated by fundamental laws based on local government. Based on that, the prices of hotels were totally different at different area in Taiwan. In 2006, the government started proposing a guidance plan, ¡§Elegant Environment of Accommodation¡¨, to promote overall quality of accommodation and service for general hotels, and the government expected that those general hotels could have capacities of reception of foreign tourists as well. From 2006 to 2008, the government also performed a hotel rating program based on a ¡§safety, quiet, and cleanness¡¨ plan to connect with promotion of Star Rating System. To understand the status of general hotels in the aspects of safety, quiet, and cleanness, all of results of evaluation were based on the rate of proper, maintenance and failure. According to results of evaluation, the results revealed that most of general hotels meet the requirement of both consumers and Health Bureau in cleanness aspects, while they did not pay more attention in safety aspect. Although the quality of both amenities and service was a key point at Star Rating System in 2009, the results shows the hotels should offer a both safety and health environment for tourists to ensure sustainable development in tourism industry. In order to strengthen the contribution of evaluation for tourism industry, this study proposed five suggestions as followings: 1.redefining dimensions and items in the assessment more clearly, 2.adjusting proportion of dimension and defining the grade of assessment, 3.strengthening guidance and assessment in safety, 4.establishing suitable laws for tourism industry, 5.enhancing integration function of hotels association. |
