Abstract | The occupational accident number from construction industry is always on the top among all industries tally. The major reason keeping it high is mainly caused by a low price bid, re-contracting, high worker mobility, and dynamic work characters. Thus, the labor authorities and inspecting units start to apply a ¡§Frequent Inspecting and Severe Punishment¡¨ policy to force constructors to materialize safety and health preparing jobs. However, it is also important that safety and health budget should be included in the construction project by the owner. Basically, the construction company will do what are listed in the contract. Therefore, if safety and health preparing jobs are itemized in the contract, it helps to reduce construction accidents. Cooperated with Public Construction Commission and Construction and Planning Agency, Council of Labor Affairs set up the rules and reference standards for construction organizers to provide safety and health preparing budget to reduce construction accidents. This research report will start from the introduction of labor protection related clauses under the point of occupational accident protection, then follow by the introduction of budget preparing in the different phases during a public construction project to explore the current situation and offer reasonable information for safety and health budget preparing. In the meantime, there are latest introductions about safety and health management and regulation conducting in England and Japan as well as a comparison with Taiwan to be our authorities¡¦ reference to clauses amendment. |
