| Title | Research on the Efficiency of Military Facility Repair, Maintenance and Rehabilitate: The Air Force Integrated Office and Living Building | ||
| Keyword | |||
| Abstract | The maintenance and upkeep of military engineering play a crucial role in a military career. In order to ensure that facilities, buildings, equipment, and other assets can operate and be used normally in both peacetime and wartime, especially given that Taiwan has experienced multiple disasters in recent years, buildings frequently face challenges from typhoons, earthquakes, and the passage of time. To provide military personnel with a higher quality of life, the maintenance, renovation, and upkeep of facilities are relatively important for extending the lifespan of military facilities and improving their quality. This study will focus on the newly constructed office and residential integrated buildings of the Air Force in recent years. Through methods such as self-built repairs and maintenance by military barracks, commissioned repairs, and maintenance, it will examine the repair and upkeep conditions of various barracks over the past three years and evaluate the maintenance efficiency of different repair materials, traditional techniques, and new methods. The research methodology utilizes data from self-repaired projects, contracted projects, and annual renovation budgets. It collects and analyzes data on material losses, man-hours, and individual contracted project budgets over the past three years, including damage frequency, repair quality, and repair time. Through a work order mechanism, military personnel conduct repairs. Each department reports on the damage to various building facilities, submits repair requests to the work station for assessment, and if the repair cost exceeds NT$150,000, a procurement bidding process is initiated. An engineering work plan and a bidding plan are created to execute the repair work, completing the entire repair process. The research findings indicate that the effectiveness of renovations is largely influenced by factors such as the technical skill level of personnel, the accurate calculation of the construction period, construction methods and contractor issues, as well as quality management. These factors will determine whether the funds, time, and costs of various renovation projects can be saved, and are key to improving the results of building renovation and restoration. |
