| Abstract | In recent years, awareness of environmental protection in Taiwan has became a very important issue, as well as to other countries in the world. Therefore in September 1996, International Standard Organization (ISO) has announced ISO 14001 Environmental Management System Standard which worldwide enterprises are all attached in great importance to, and actively promote self-production activities, products and services or the suppliers to meet ISO 14001 Environmental Management System Standard to show the importance of the living environment and fulfill their social responsibilitie s. In this study, a case research will be performed as a method to discuss on how to import and the process of establishing ISO 14001 Environmental Management System to public landfill sites, and by collecting data, interviews and site visits to learn the case landfill site is positive on get rid of the old stereotype image of bad neighborhoods as in addition to meeting the basic landfill laws and regulations, furthermore, by using establishment of the system as the cornerstone to successfully install ISO 14001 Environmental Management System into the landfill site, and as the only public landfill site and government agency of the whole nation that has initiatively obtained the international ISO 14001 environmental management system certification. Discovery after environmental management system implentation case study: 1. In order to have the system to be smoothly implanted, it is must relied on the support of executives or even direct control and proceed under the bureau head quarters. And to have executives to thoroughly understand the operation of the ISO, trainings should be provided in advance, to allow executives to understand ISO's operational structure, and be smooth on the paperwork. 2. Government agencies obtaining ISO certification is to set an example and as a symbol of self-imposed for encouraging private waste clearance and disposal industry to apply for certifications as well. 3. After the implentation of ISO 14001 environmental management system, there is a significant beneficial result on the improvements of operation control, document management and image of the government. 4. After the implentation of ISO 14001 environmental management system, there are positive impacts on the upgrading of performance for landfill site in environmental protection and operation, as well as on the promotion of effectiveness for pollution prevention, in response to changes of environmental control and improvements of the working environment. 5. The process of practice quality improvement, pollution prevention and control of Case on implementation of ISO 14001 not just providing reference to other public owned waste landfill sites, but also allows the government environmental policy to be more of a indication and model in the international index. The case landfill site has spontaneity built the entire system in accordance with the existing manpower at the very beginning. Creating a system requires a complete plan, thus the case landfill site was selected and personnel were sent to receive adequate trainings, and when return, perform reviews on environmental aspects, target objectives and environmental management policy, documentation of operations and internal and external audits to achieve full implementation of ISO 14001 Environmental Management System. |
