  • Abstract The reconstruction of rebuilding urban unsafe and old buildings has been an important policy actively promoted by the government in recent years. However, due to the public's distrust in the urban renewal system triggered by the Wenlin Yuan incident, the momentum of urban renewal and reconstruction has been severely affected. Current regulations on building reconstruction impose numerous restrictions, making the promotion challenging, especially for a considerable number of small sites with hazardous old structures in urban areas. To accelerate the reconstruction of these hazardous old buildings, there is a need to establish alternative fast reconstruction methods outside the conventional urban renewal process, providing options for the public.
    This study reviews relevant literature and regulations and conducts case analyses and expert interviews to explore the factors and benefits of reconstructing hazardous old small sites. The analysis of three hazardous old small site cases in New Taipei City reveals that while the planning and execution costs for small site reconstruction are slightly higher than market prices, it allows for rapid construction, reducing time costs, and improving the surrounding environment. Additionally, distinctive features of the reconstructed properties elevate their value within the region. Furthermore, six experts were interviewed to discuss the impact of existing regulations and volumetric incentives on small site reconstruction and the influence of such reconstruction on future urban development. The research results show that amid the current rising costs of labor and materials in the construction environment, appropriately modifying Statute for Expediting Reconstruction of Urban Unsafe and Old Buildings, and relaxing volumetric incentives while implementing comprehensive project management can expedite the rejuvenation of small site old buildings and optimize the process.
