Abstract | This research paper is intended to evaluate the pros and cons of measures taken by the New Taipei City government to prevent drowning incidents of the general populace in areas lining the ocean. By discussion on the levels of policy, law and execution of previous methods of drowning prevention, in addition to related subject material, on-site surveys and experience from personal involvement at related government departments, this paper will seek to find any obstructions in preventing drowning incidents and offer suggestions and solutions for the consideration of the New Taipei City government. Ultimately this has to be done in order to reduce the amount of fatalities by as much as possible. According to current research, simply banning the general populace from water-related activities cannot effectively reduce the number of incidents. |
