Abstract | The purpose of the thesis is to realize and minimize the toxic chemicals disasters happened unfortunately in severe environment. Applying emergency measures and solutions immediately to decrease the irreparable occurrence caused by disasters so as to reduce peopleˇ¦s loss and environmental impact. This research, take the Zhonghe region as an example , to find out the possibilities of potential toxic materials damage occurs. Setting up the related operating procedures in advance including controlling the hazard source within the area, countermeasures, organizational operation mode, mobilization process, reporting system, etc. These actions can not only avoid damage happened but respond quickly while the accident occurs. To notify nearby residents, enterprise, government agencies, schools, and organizations, assisting the accident factory and cooperate with the rescue unit to manage the disaster and minimize the loss and impact as most as possible. The objective of the research is to focus on collecting the related data such as emission mode of hazard sources in Zhonghe jurisdiction, hazardous material and emission rate. Simulating two kinds of harmful conditions, the severest leakage condition and the normal leakage condition. The emphasis of toxicant analysis is mainly in simulating the condition and influence on human body. Finally using the diffusion simulation and other methods to analyze and calculate the range, concentration and influence of toxic chemical diffusion. Itˇ¦s a very important operation to predict the damage of toxic chemicals leakage, the result of potential analysis, emergency planning of disaster. Furthermore, combining with the geographic information system to show the result of potential hazards, risk assessment so as to plot the evacuation solution and emergency response. For these enterprises, government agencies and each department, taking it as reference for preventing toxic chemicals disaster, preparation, emergency response and evacuation while needed. |
