  • Abstract Abstract
    Recent changes in global weather have caused continual occurrence of natural disasters. In recent years, sloping field disasters have become the most serious disaster in Taiwan, as landslides occur during typhoons or heavy rains.
    Due to limited information about weather, terrain, disaster situation, communication, and other factors, government agencies at all levels face difficulties in immediate integration of resources and response when disasters occur.
    Therefore, the government needs to provide fully effective training on disaster investigation reporting systems for basic levels of staff (fire freighters, policemen, village officers, heads of basic community units and volunteer fire freighter groups). Also, they need to learn to be able to predict typhoon disasters and landslides due to heavy rainfall, as well as to understand the local environment and the potential threat of landslides to local places.
    Complete disaster investigation reporting should include the following items:
    1. Immediate reporting once a disaster or possible disaster occurs.
    2. Implement disaster relief and take necessary measures to cooperate with disaster relief units and conduct victim¡¦s evacuation when necessary.
    Since the 921 earthquake disaster in 1999, the government of the R.O.C. has implemented related disaster investigation reporting policies. This study aims to discuss the content and effectiveness of basic level enforcement agencies¡¦ investigation and reporting policies and make necessary recommendations in order to provide suggestions for further relevant personnel work planning and training.
