Title | Study about the Rationality of Engineering Service Fees Entrusted by Local Governments by Considering the Taipei Region to be an Example | ||

Abstract | Civil engineering and construction form the foundation of national economic development; further, an improvement in construction quality is dependent on the presence of a comprehensive legal system, proper planning and designing, and rigorous construction as well as on the existence of professional supervision and consulting companies. The objective of this study is to investigate the open supervision service contracts that are provided by the Public Works Department of the Taipei City Government to analyze the rationality of the commissioned supervision service fees. The major topics that have been investigated include a contracting approach, project selection, a budgeting method, requirements related to the scope and content of the service, the qualification and other such requirements of the supervisory personnel, the payment request and settlement of the service fees, and the penalty for breaching the contract. The study was conducted by reviewing literatures, performing case studies, and conducting questionnaire surveys. According to the results of this research, a cost-plus-fixed-fee method has to be adopted to satisfy the actual requirements in relation to the supervision service fee. Currently, the approach based on restrictive bidding and selection is adopted to supervise the service contract, and the optimal bidder is considered to be the most advantageous service provider using a ranking method, which is observed to agree with the actual requirements. Simultaneously, in terms of the service contract, the requirements related to the scope and content of the service, the qualifications and other such requirements of the supervisory personnel, the payment request and settlement of the service fee, and the penalty for breaching the contract are all explicitly specified. |
