  • Abstract Taiwan Railways Administration currently operates 125 tunnels under its jurisdiction, with a total of nearly 167 kilometers in length. Most of them are mountain tunnels. In response to the shortage of human resources and the decline of birthrate in the future, the Administration has adopted technologies and employed professional tunnel manufacturerˇ¦s method to conduct tunnel inspection and maintenance. In order to improve the maintenance and management of tunnels, the condition of each tunnel will be analyzed and evaluated, as they are classified by grade to reduce the frequency of tunnel maintenance and inspection for management.
    This paper mainly studied the tunnel maintenance and management based on grade classification. First, one tunnel was selected from each of the seven public work sections of Taiwan Railways Administration and another three special tunnels, as well, in which the frequency of inspection was analyzed and assessed to create a ˇ§Tunnel Inspection Frequency Analysis Tableˇ¨ for further data examination to verify its usability. The frequency of routine inspection and maintenance of tunnels could be changed accordingly and classified based on the evaluation score. The analysis results of the condition of the case tunnels were calculated and their frequency of tunnel maintenance and management inspection would be graded. As a result, we recommended that the Guzhuang No. 7 tunnel of the Southern Loop Line to be regularly maintained once every three years and for the Santai tunnel of the Taichung Line, the old Qingshui tunnel of the Northern Loop Line, the new Yongchun tunnel of the Northern Loop Line and the Fenglin tunnel of the Taitung Line, they should be inspected twice every year. In addition, the followings were recommended for annual inspection, and they were the old Wudu tunnel of the Maintain Line, the Fangye No. 1 tunnel of the Southern Loop Line, the Daxi tunnel of the Yilan Line, the Nanhe tunnel of the Neiwan Line and the No.2 tunnel of the Jiji Line. As recommended, the tunnel safety inspection should be conducted by professional manufacturer if the tunnel scored 26 points or more in the table, or if the tunnel has shown any signs of water leakage and problems in its structure and track bed for a score of more than 5 points.
    The "Tunnel Inspection Frequency Analysis Table" is an important contribution of this research. Although it is a simple evaluation score, it has been proven to be highly usable and practical by the continuous projection and actual comparison with the case tunnels. The table is more complex in design but given its consistency with the actual condition of tunnel, it is highly impossible to make mistakes in calculation. In the future, it can be revised and improved by the Department of Engineering of Taiwan Railways Administration and subsequent researchers to further optimize or simplify the chart for the personnel to quickly and easily classify the frequency of tunnel inspection and management, as well as serving as a reference for future studies.
