| Abstract | The Taiwan geographical environment is special. Earthquake and typhoon disaster are frequently occurred. Thus, the natural disaster risk in Taiwan is high which belongs to the world disaster high risk region. Once, the significant disaster accident has occurred, it will easy to become a isolated island. In order to reduce the disaster to occur, to prevent the disaster expands, and to carry out the emergency response effectively, the forward command vehicle (FCV) including special-purpose satellite and the microwave communication system is established. However, the FCV from established until now already a session of ten year, each item of equipment has the dropping variance. This research including literature discussion and practical application cases is analysis and discussion. Compared with domestic and foreign disaster rescue headquarters and emergency communication of vehicles, the induction of the FVC existing function to evaluated its adaptability, and gives improvement suggestion in the future. This research finds that the FCV can run the function truly when public communication network interrupt, such as establishing the urgent communication and integrating signal communication the conformity various units when large-scale disaster relief. However, the FCV operated has some deficiencies in vehicles travel maneuverability and personnel operating convenient which need to improve. The function application of the FCV belongs to emergency communication vehicles. To maintain disaster relief urgent communication system working during operation, this study results suggests that various places disaster relief command car combines with FCV to make the application for the union military operation pattern and the framework of the integrity forward command. |
