Title Study on the Differences between the Fire Protection Facilities Section of the Building Public Safety Inspection Report and the Chapter of Design and Construction of the Building Technical Regulations

  • Abstract The public safety inspection of buildings is executed according to the format set out in the ˇ§Building Fire and Evacuation Facilities and Equipment Safety Inspection Reportˇ¨ (ˇ§Inspection Reportˇ¨). This report was amended in 2011 by the Ministry of the Interior. However, there were errors and omissions in the original version. Furthermore, it has not been updated with subsequent amendments of the Building Technical Regulations (ˇ§the Regulationsˇ¨) over the past 13 years, resulting in inconsistency between the Inspection Report and the Regulations.
    The fire protection facilities section of the Inspection Report accounts for one-half of the content of the Inspection Report and is of great importance. If its content is incorrect, the results of the inspection will be incomplete. This study aims to explore the discrepancies between the fire protection facilities section of the Inspection Report and the corresponding sections in the Regulations. Through literature and comparative analysis, this study identifies the discrepancies and provides analysis as to how these discrepancies may result in over or under-inspection, hindering a truthful reflection of the condition of the buildings and frustrating its purpose to prevent fire and mitigate its impact.
    Furthermore, this study suggests that when the government revises the Regulations in the future, it should consider whether the Inspection Report needs to be updated concurrently to ensure an effective implementation of the latest Regulations.
