  • Abstract Contract change is the most important factor in the occurrence of project contract disputes. Among them, the public project contract is mainly due to changes in the general environment and the supply and demand of raw materials. As a result, many public projects are issued by means of lump-sum contracts (including Design and construction) to save interface division of labor and unified risk management. In addition, the public project contract bidding procedures and document preparation are complicated, and the preparation time is often insufficient. It is often impossible to calculate the cost within a limited time, resulting in the risk of quantity differences and project omissions, and often completes all agreed in the contract with a fixed remuneration Work, the price of which does not change due to the quantity, cost and construction process of the project is contracted, resulting in continuous contract disputes between the manufacturer and the owner.
    This article analyzes the results of the mediation through the empirical case of "Taiwan University of the Arts Performance Hall Decoration Project". It can be found that if the manufacturer establishes the relationship between the risk and the cost bearer after winning the bid, it will explain to the owner and fight for the rights in the first time. The ability to search for evidence and record the differences one by one to maintain the integrity of the information, and actively strive for coordination after the completion of the project, and no longer affect the completion of the work period to minimize the loss; the owner does not set all the responsibilities in the turnkey contract Manufacturers can still review the construction period and nature of the project to maintain the quality of the project in the principle of mutual benefit.
