| Abstract | With the changes of demographic structure and the prolongation of life expectancy, the geriatric care services and facilities are also evolving. In terms of geriatric care facilities, the long-term care institution is one of the major settings in the current Taiwan society. Most residents in the long-term care institutions are usually characterized as physically disabled or bed-ridden, who refer to disadvantage minority in the event of fire emergency or other disasters. Although the Fire Services Act is continuously revised, the updated regulations cannot be implemented in the facilities due to the non-retroactivity, leading to the endless occurrence of the deaths resulting from fire emergency in the long-term care institutions. Therefore, how to enhance the efficacy of safety evacuation for those living in the long-term care institutions becomes a vital and urgent issue. The present study aimed to use questionnaires to survey the expertsˇ¦ responses to this issue. The first questionnaire survey was conducted to the experts and scholars. Based on their consensus and pilot analysis, the final version of questionnaire was sent to experts employed in the Fire Department, research institutions and academic universities, as well as those working in the long-term care institutions. A total of 16 valid questionnaires were collected, with the effective rate of 100%. The first level of his questionnaire consisted of three aspects: regulations, betterment work, and management system. Each aspect was composed of 3 to 4 question items, which constituted the hierarchically second level of this questionnaire. The data were analyzed by the Analytic Hierarchy Process (AHP), which determined the weights of the various evaluation indicators from this questionnaire. We compared the response differences in terms of weights among experts employed in the Fire Department, research institutions and academic universities, as well as those working in the long-term care institutions. All the experts, exception for those from academic universities, strongly agreed that the strengthening of the regulations was the most important factor to enhance the efficacy of safety evacuation for those living in the long-term care institutions. However, the experts from universities considered that manage system was the key factor to this issue. Regulations and management system are two major aspects that can potentially improve the efficacy of safety evacuation in the event of fire emergency for those living in the long-term care institutions |
