Abstract | Abstract As university campus covers a vast area with dormitories, teaching buildings and other buildings locating at different places and because of the policy of the ˇ§Opening-up of the Campusˇ¨, the difficulties in the security management of public security, campus security and satefy,health & environment (SHE) are increased. Under limited labor power and resources, Campus Security Center can only give response and treatment afterwards, and for chemical hazard, it may be difficult to be handled by general campus security personnel. Therefore, it will certainly improve the efficiency of campus security management through the combination of the campus security, SHE and public security as well as the integration of their labor power and resources. Previous campus ˇ§Security & Safety Systemˇ¨(3S) equipment planning mostly took individual information and requirement as the design basis, which caused difficulty in exerting the response effect of team integration in emergency response. This research plans a Prevention and Protection System of Campus ˇ§Security & Safety Systemˇ¨(3S) , in which the traditional hardware that operates independently is designed into six modules: (1) Intelligence Surveillance Module, which can remotely provide real-time information of various events; (2) Real-time Interaction Module, which can provide simple setting and operation functions of multi-media; (3) Joint Security Communication Module, which can conduct joint defense report and rescue according to the actual characteristics of the event; (4) Response Information Module, which can take the initiative to provide related information needed by various responses; (5) Consequence Simulation Module and (6) Decision Support Module, both of which can help the commander make more accurate and efficient response decisions. In coordinating the establishment of the Prevention and Protection System of Campus ˇ§Security & Safety Systemˇ¨(3S), personnel of campus security, SHE and public security who performed their own functions traditionally should be able to play their proper roles as an integrated team for mutually providing support and joint defense. Thus, in ˇ§disaster preventionˇ¨ stage, it can simplify the ˇ§Security & Safety Systemˇ¨(3S) personnelˇ¦s disaster prevention burden, and can assist them in taking emergency measures more rapidly and comprehensively, so as to reduce the risk in the campus ˇ§Security & Safety Systemˇ¨(3S). |
