  • Abstract When we walk on the street, we can easily see ambulances passing by. Among the ambulances, some are run by private companies and some are public service run by the government. In today¡¦s society, people call ambulances to go to a hospital whenever they need, even if it¡¦s just a small illness. They don¡¦t know the Triage in the ER or the rules of ambulance usage. Given the example of Tucheng district, New Taipei city, it has 5 public ambulances. While servicing around 240,000 people, if the ambulances are called for ailment, there will be no ambulance for serious patients which will lead to tragedies.
    Some New Taipei city citizens have no sense on the rules of ambulance usage. People who really need an ambulance must wait for ambulances from other region, which leads to a waste of crucial time. I feel helpless, surprised and sad about this. In the light of this, I want to discuss the rules of public ambulance usage on the aspect of documentation and law. I will summarize the reasons of calling ambulances in Tucheng district and categories the group of people who abuse ambulances usage. Using individual cases and the Root Cause Analysis, I will analyze the reason of ambulance shortage in Tucheng district. After analyzation, I will propose solutions to improve the current EMS environment.
    This research organizes the reasons of abusing ambulances usage into 3 major categories: 1. Insufficient personal training, 2. Lack of decrees propaganda, 3. Unclear laws.
    There are 3 stages of specific recommendations. In the first stage, we set the SOP and enforce concept promotion and train police men for EMT technics. In the second stage, we establish user database for users who abuse ambulance services, build up partnerships and hold public policy hearings. In the final stage, we start a charging system, lay down measures to prevent abuse and include ambulance services in the national health care insurance.
