  • Abstract This research counting the cases of fire disaster in recent five years obtains that the building of medium and small-scale, and low floor (between 1F and 5F building) have a highly probability fire disaster happened. These kinds of buildings just following the design criteria, which do not need to assess fire disaster prevention, are permitted for construction. However, this research shows that the evacuation safety of fire disaster of these buildings is necessity for evaluation.
    The religious building of the Catholic Church is for public use. There are about several hundred people gathering in every Lord's Day. As for scale of the building, its density of population used is quite high. Thus, this research regards the Catholic Church as the target, to probe into evacuation safety examination. However, the Catholic Church is too sacredly to allow offensive, as a result, deeply investigating and analyzing may restrict and be inconvenience. This research uses preliminary design of the Catholic Church in Hsihchi from architect as a case for assessing and analyzing.
    Because this research object which is only preliminary design and planning stage, internal relevant details design cannot be fixed such as internal materials, the actual height of the ceiling and flammable materials that may exist in indoor. Thus, compared with a various of assessing methods about fire disaster evacuation, this research uses ¡§the Rule of Various Performance Testings of Fire Shelter of Heisei, Japan 1st Edition 1995'. The theory of this method is easily to use for assessing and it is suitable for the building in initial design and planning stage. This research explains the formula at first and after that discusses the factors of effect on the relevant fire prevention and safety evacuation. The fire disaster occurred during five years is also discussion and statistical analysis as well. The results, then, feedback to the research object, the Catholic Church in Hsihchi, to asses of the fire location assumption.
    The results of calculation find that prayer room and church seat district space room at 3F and 4F, respectively, are assigned by dangerous area. This study discusses the method for how to solve this problem. The results conclude that the space of prayer room in 3F needs to control the number of people, or to increase the width of the entrances and exits appropriately. Thus, the evacuation safety can be improved effectively. Church seat area in 4F has only single entrance and exit which cause the route distance elongated from evacuation, if increase the entrances and exits from the store room to the elevator room, and change the store room into a corridor pathway that two escaping directions can effectively improve evacuation safety.
    Thus, the building with medium and small-scale size in initial stage of planning following the design criteria, which include¡§the Rule of Various Performance Testings of Fire Shelter of Heisei, Japan 1st Edition 1995'. for evacuation safety assessment, has clear direction for designer following. The theory formula of the Japan¡¦s assessment method, which uses for building design case of medium and small-scale scale size, is comparatively brief and easy to assess.
