  • Abstract The world we lived in is now facing the global warming and natural resources of the environmental crisis, since 1994 United Nations Framework Convention on Climate Change (UNFCCC); 1997 the Kyoto Protocol, and in 2009 United Nations Framework Convention on Climate Change (UNFCCC) - COP15 & CMP5 the Copenhagen conference became effective, countries all over the world work hard for the greenhouse gas decrement, and our country also establishes ¡§Renewable energy and low carbon homes¡¨ to protect the environment and conserving the natural resource. According to the Executive Yuan Environmental Protection administration report from 1998, shows that people through away 40% of recyclable waste that could be recycled as resources per day. If we can effectively implement the resource recycling, it will not only save the natural resources of the Earth, but also can extend the life of refuse incinerators and landfills. The Environmental Protection Department of the Executive Yuan introduced ¡§Four in one resource recycling Program¡¨ in 1997, and in July of 2002, ¡§The resource recycling method¡¨ also passes in order to reduce the amount of waste, material recycling and the policy performance and standardize of the resource renewal which makes our country¡¦s resource performance work to operate in a bigger scale. According to the statistics from environmental protection administration in 2010, proper waste management rate has reach 99.97%, national volume has dropped to 4.07 million tons, and the volume of municipal waste recycled has increased to 2.94 million tons. Current domestic laws and the promotion of plan only target on reduced wastes, the recycling resources and the implementation of resource renewal, which lacks the establishment, integration and standard to recall the market pricing bargain on resources and representation list price and information platform. It has made the whole resource renewal market lost its transparent bargain process and equity. At the region of China, especially for resource renewal market price has already is perfected a concrete of public the operation of the information platform, the market price of resources renewal has established a basis to the trade markets. In order to effectively established resource renewal market pricing, this research used the price of waste plastics as an example, comparing the original plastic material price in Taiwan and China, plastics waste recycling price, Taiwan¡¦s economic prosperity circulating index sign, consumer's price index and Dun sell the related data collection of economic index signs, such as price index and international crude oil price...etc..
    This research process is : (1) composing a study of relationship analysis by the plastic original material price and the waste recycling pricing in Taiwan and China or vice versa. (2) by using the Stepwise Regression Analysis in one of the regression analysis to analyze the pricing of original plastic material condition in the Taiwan market through the business cycle index, consumer¡¦s price index, wholesale price index and international oil price...etc. to the economic prosperity circulating index sign structure (3) in the time series of the Autoregressive Integrated Moving Average to structure a pattern of prediction on the plastic raw material pricing, (4) derivation ¡§Taiwan Plastic recycle price¡¨ calculation modes. Eventually, derivation ¡§Taiwan resources recycle price = (Taiwan plastic original material price x China¡¦s folded number) ¡Ò Taiwan and China¡¦s multiply¡¨ on setup mode, integrate resources recycling price platform, has reached an overall purposes of resources recycle market prices openness and the transparent, the model can provide an reference guideline for other related units, enterprise and resources recycle price set, it can lead the Green environmental market of competitiveness in Taiwan.
