  • Abstract Taiwan is located on the Pacific Rim, the so called ˇ§Ring of Fireˇ¨, where earthquakes
    occur frequently. "Disaster-damaging buildings" endangering the safety of public at any time.
    Most of these buildings are sited on the sub-urban area of New Taipei City, the coast along the
    Danshui River. In such area, the needs for urban-renewal are far more than the construction
    companies could provide, and it also cost a lot of time to go through the procedures in
    accordance with the urban renewal regulations. Moreover, each community has its own unique
    situation referring to building hazards, locations, etc.
    This study sums up four cases of "Sea-Sand Building Reconstruction" in New Taipei City
    and gives a decision guide by comparing the difference between applying for the Statute for
    Expediting Reconstruction of Urban Unsafe and Old Buildings and applying for Local
    Regulation of Disaster-Proof Building Regeneration. To summarize the cases study, the local
    regulation has a better result on bulk reward. However, the period of limitation for such local
    regulation only lasts three years, which means it requires the damaging building be demolished
    in advance. If not, the residents would be under the risk of having no houses to live in due to
    the expiration of their application for reconstruction. To avoid this kind of dilemma and to
    formulates a correct reconstruction policy, it requires legal supports and restrictions from the
    government, and a higher attention for the majorities. The reconstruction process could be
    accomplished efficiently only with a responsible and transparent cooperation between the
    construction company and the government.
