Title	A Study of Hazards Response Mechanism -Case Study to Emergency Operation Center of Yilan City

Abstract	According to World Bank report in 2005 , Taiwan is an area at high risk of natural disasters. Around 73% of the land and population is exposed to more than three natural hazards, while 90% is exposed to two.Though with such high risk , this country raise the conscious to disaster prevention only after the 921 earthquake in 1999. Disaster Prevention and Protection Act and its sub-laws were promulgated since then.Ilan City follow the rules of the regulation for Emergency Operation Center of central and the potential disaster in Ilan promulgates the regulation for Emergency Operation Center of Ilan City to execute the task of disaster response. The research choose the emergency operation center of Ilan City , to study the actual case in recent years.Researcher will review literatures,interview experts and comparative analysis through the research.In conclusion,set the Office of Disaster Management in Ilan as permanent established and choose the chairman whose position and jurisdiction is higher than the normal head of bureau and also the dedicated staff of the disaster prevention grade to promote the whole city’s disaster prevention affairs. The organization of emergency operation center of Ilan City will be set up in a all hazard mode, and grouped in a modular grouping mode, which can effectively integrate disaster relief resources and improve disaster response effectiveness.
