Abstract | Taiwan is a populated country and does not have many spaces for building factories. In order to save costs, a lot of factories are built by sheet metals. As most of sheet metal factories hold a lot of stocks by the mass production lines, when the fires occur, the fires cannot be put off right away. Because of this, it will often cause serious casualties and property losses. However, the owners of some small and medium-sized companies that have limited funds or personnels often build 3-Story home-size factories by reinforced concrete so that they can offer both residential areas and workplaces in order to save costs. One street or several streets of thses similar home-size factories would form a settlement. Compared with sheet metal factories, these so-called home-size factories are often dangerous while fires occur and cannot be regulated by relevant regulations. This thesis mainly studies home-size factories. The study first discusses if the existence of home-size factories is illegal, and then discusses the relevant regulations of the home-size factories in the regulations, and then proposes amendments to the current fire protection regulations. It is recommended that the regulations shall simultaneously regulate the home-size factories and emphasize that the owners of the home-size factories shall be responsible for their own factories. It also suggests that the government shall implement penalties for unauthorized constructions or for the use illegal buildings according to the laws. This thesis took Shulin District in New Taipei City as an example of fighting fires for home-size factories, which combines residential areas and workplaces together. Based on the actual situation, the fire preventing strategies, fighting and rescuing process are proposed. These strategies and processes can be the references for fighting home-size factory fires in order to ensure the safety of people's lives and property. |
