  • Abstract In recent years, urban area had already stuffed with excess population due to highly
    developed economy and urbanization. At the hillside of city outskirt with convenient
    communication, low population density, beautiful scenic sights and high living quality, it
    becomes the best choice for residence. Taiwan has its own geographical features which
    cause natural disasters to Taiwan. Among the Circum-Pacific seismic zone contribute to
    frequent earthquakes of Taiwan and the subtropical climate constributes to abundant and
    exceeding rainfall ever year with plum rain season or thunder storms. Now, in the disaster
    preventing management of hillside community, we should struggle to constitute the
    disaster resistant organization and strengthen autonomous disaster preventing capacity of
    hillside community with all communityˇ¦s initiation, peopleˇ¦s perception of disasters, and
    community consensus.
    The first, this study reviewed literatures related to hillside community characteristics,
    and management organization forming factors. analysis of historical hillside community
    disaster case, understand mode of occurrence of disasters and disaster prevention
    mechanism, investigate the disaster mitigation mechanism on hillside community, optimize
    our nationˇ¦s disaster management system of hillside communities, proposed suggestions as
    reference for future hillside community disaster resistant and disaster reduction.
