Abstract | Old streets in Taiwan are often high-risk areas for fires. This is due to several factors including densely packed buildings, narrow streets, numerous staircases, aged and outdated water and electrical pipelines, as well as a lack of fire-resistant materials in construction. Additionally, illegal parking makes it difficult for fire trucks to access and rescue during emergencies. These issues have led to challenging rescue situations during disasters. Therefore, research and analysis are conducted to address and explore solutions to this problem. This study aims to focus on the Qiting Old Street, conducting on-site investigations, case analyses, and expert interviews to comprehensively understand the utilization of rescue resources in that area. Through on-site scenario analyses of fire hazards in the old street, the study explores how rescue operations can be effectively carried out during fire incidents, serving as a reference for firefighting and rescue operations. This study proposes key disaster prevention points for the narrow alleys of Qitang Old Street in the mountainous area. Through terrain and route analysis, three rescue routes covering the entire alley area were identified. Water source occupation and waterline vehicle deployment plans were made, and a quick reference map for house numbers was created and placed at alley intersections to help quickly identify the relative positions of house numbers within the old street during disaster relief. Finally, specific points were chosen for on-site fire rescue simulations and the analysis of local rescue characteristics and key points. Through the above research process, we visited Qitang Old Street to analyze and improve rescue prevention measures, gaining a practical understanding of the use of surrounding fire resources. We planned rescue routes and set up quick identification location signs to enhance the efficiency of fire rescue operations in the old street. This research method can be applied to other mountainous alleys for fire rescue operations, better matching local rescue characteristics and achieving the goal of reducing loss of life and property |
