Abstract | The purposes of this study are analysis and discussion of the floodwaters prevention and mitigration for people safety and natural resources prevention. It has to match the two major objects and requirements: natural and safety. For match the object of natural, people and the governmental managers have to do their best to protect the environmental resources. To reach the object of safety, it¡¦s important to prevent the floodwaters track and keep the safety of people¡¦s life and wealth. Unfortunately, it has happen many floodwaters track for the Taiwan frequently in recent years, such as Typhoon Xangsane¡¦s event (2000) and Typhoon Nari¡¦s event (2001). These events have affected the living quality of persons in Sijhih City, drowning people, caused great social damage and might be dangerous to the life and wealth. According to the relative investigations and studies, except the technical and mechanical factors, the problems might often result from the unsuitable management systems and the emergency operation behaviors and procedures not to be fully standardized etc... Therefore, this research try to apply a sampling questionnaire for local residents and case study of Chang-An elementary school were adopted as major study and evaluation tools to understand the thinking and strategies of residents about floodwaters problems. The main investigation conclusions obtained from this study for the relative issues are as following¡G First, according to the questionnaire analysis in 2009 and 2010, the average values of the satisfactory degrees of floodwaters prevention effect by the Yuan-Shan-Zih flood diversion tunnel project are 3.66 & 3.98, respectively. It seems to indicate that local residents in Sijhih City tend to positively agree with the prevention effect of the relative facilities and engineering. The second, the average scores of satisfactory degrees of residents about government¡¦s floodwater prevention measures are 3.02 and 4.66 in 2009 and 2010, respectively. |
