  • Abstract This study aims at enhancing the self declaration rate in each and all classified place-firefighting with an eye to establishing the concept of fire safety and reducing the burden on the fire safety inspectors.
    The study compares the effects of four different approaches during 2009-2014, a total of six calendar years, in relation to the time efficiency saved by the fire safety inspectors. The methods are a) making phone calls to administrators, b) allocating the inspection period and the report submission date according to types of places, c) prescribing administrative guidance, and d) lacking any education, propaganda, notice or reminder. The subjects are the places where fire safety equipment inspection and declaration are needed, and self-defense fire organizations.
    The result reveals that on the fire safety equipment inspection and declaration, in the year 2014 when approach b and c were both implemented, although the central regulated places were on the increase, the rate of overdue report submission and the number of households were on the decrease. Type A place decreased by 25 cases, Type B by 17, Type C by 3, Type D by 30 and Type E by 1, which make a total of 76 cases. That saves fire safety officers 1344 minutes of service.
    On the side of self-defense fire organizations, in the second half of 2013, when approach b and c were both implemented, the rate of overdue report submission and the number of households dropped significantly to single figures. Type A place decreased by 34 cases, Type B by 36, Type C by 0, Type D by 23 and Type E by 2, which make a total of 95 cases. That reduces fire safety officers' service by 1632 minutes.
    The results of analysis show that the active approaches have certain effects. The author hopes to improve the local fire prevention by enforcing the effective approaches in this study. Furthermore, he hopes to refer the findings to the fire safety officers in other cities, ultimately creating a win-win situation for both of the administrators and the fire safety practitioners.
