  • Abstract In 2008, the fourth largest investment bank in the USA declared bankruptcy, a financial tsunami has broke out. The tsunami affects private consumption levels and investor confidence in the whole world. After careful consideration of all economic indicators and approaches taken by other countries, the Taiwan government launched the Consumption Voucher Policy in a short period of time. The Consumption Coupon is not same as a business coupon. The business coupons issued by private companies usually only can be used to purchase the limited products while Consumption Coupon issued by government can be used to buy products. Yet Consumption Coupon is not same as cash, either. Because, cash usually dose not have usage period, Consumption Coupon does. There are many researches focusing on the causes and effectiveness of the policy and providing the comparison between the voucher system with tax refund and cash reward. However, in our study we intend to explore whether the lifestyle and personal characteristics will affect the behavior of using Consumption Voucher or not.
    This study investigates the issue is the government issuing coupons on consumers personal characteristics, lifestyles and behaviors of wsing use coupons whether there is any correlation and the use of coupons acts whether there is a significant product purchase categories sex differences. Empirical results show that the different personal characteristics, lifestyle and shopping patterns will influence the policy-making decisions when shopping.
