| Title | A Study on Firefighting and Rescue Efficiency in Long Highway Tunnel Disasters: A Case Study of the Xueshan Tunnel | ||
| Keyword | |||
| Abstract | Due to Taiwanˇ¦s geographical constraints, intercity transportation relies heavily on highway systems, making long highway tunnels an essential part of the transportation infrastructure. However, the enclosed, underground, and space-limited characteristics of long highway tunnels often result in smoke accumulation, restricted rescue access, and difficulties in evacuation when fires or major accidents occur, thereby increasing the complexity of firefighting and rescue operations as well as disaster losses. This study focuses on the Hsuehshan Tunnel and employs literature review, analysis of major domestic and international long highway tunnel accident cases, and expert interviews to investigate the key factors affecting firefighting and rescue efficiency. The study also examines the current disaster response mechanisms and operational practices of the Hsuehshan Tunnel. The results indicate that the primary factors influencing firefighting and rescue efficiency in the Hsuehshan Tunnel include accident detection and situational awareness, rescue access route establishment, emergency response effectiveness of self-defense fire brigades, smoke control strategy implementation, traffic control effectiveness, and interagency information integration. Among these factors, accident detection and situational awareness, rescue access route establishment, and the emergency response effectiveness of self-defense fire brigades were identified as the most critical. Based on these findings, this study develops a framework for firefighting and rescue efficiency in long highway tunnels and proposes relevant improvement strategies and recommendations. The findings of this study may serve as a reference for fire departments, highway management agencies, and related organizations in disaster response planning, firefighting strategy development, and training programs for long highway tunnels. Ultimately, the study aims to enhance emergency response capabilities and firefighting efficiency while reducing casualties and property losses. |
