  • Abstract There are many illegal factories in New Taipei City (Taiwan). Most of them are old buildings, near narrow alley, and without fire hydrants. In order to prevent fire damages and avoid losing the life and property, I will focus on this kind of factories to diagnose about fireproof safety. Besides, I also give appropriate suggestions to all kinds of fire disaster damage factors.
    In the study, ¡§New Taipei Government Fire Department Factory Proof Safety Diagnose Score Sheet¡¨ (in brief ¡§FPSD¡¨) is used. It gathers the diagnose data of the factories in Xindian District, New Taipei City from 2012 to 2015, and total effective samples of the study are about 270 samples. This study is analyzed by point-plan method. Through this research, I modify some inappropriate tables and develop the new sheet which is much closer to the real conditions. Most important of all, the sheet may give the fire departments much better fire proof policy.
    By the statistical analysis, it demonstrates the diagnose results as follows. In the original sheet ¡§FPSD¡¨, 207 factories are high damage factories, 1 factory is middle damage factory, and 62 factories are low damage factories. However, the new ¡§FPSD¡¨ sheet demonstrates that 4 factories are high damage factories, 67 factories are middle damage factories, and 199 factories are low damage factories. In additions, it is clear to see that 28 factories are no damage factors factories in former sheet. And in the other sheet, 66 factories are no damage factors factories. The study shows the improved sheet is much suitable than former sheet in real situation.
    According to the study results, we recognize the new ¡§FPSD¡¨ sheet will better than old ¡§FPSD¡¨ sheet. It can present the real practical condition in the factories. All in all, the study shows that factories in Xindian District much concentrate on fire proof management highly than other areas. It also finds that the quantity of illegal factories is more than legal factories quantity in the middle damage and high damage factories. The study also finds that it is not convenient to eliminate damage factors in the illegal factories. It suggests that fire departments should more focus on this kind of illegal factories.
