  • Abstract With the implementation of Taiwanˇ¦s policy to assist the legalization of previously unregistered factories, the Specific Factory Registration System has become an important mechanism for industrial transformation and land-use management. However, most existing factories were established without comprehensive planning in accordance with current building and fire safety regulations, resulting in inadequate fire protection facilities and increased risks of fire hazards and operational uncertainty. This study focuses on a registered textile-specific factory in Tainan City as the research subject. It investigates the fire protection engineering planning and design undertaken during the factory legalization process and employs a case study approach to examine deficiencies and potential risks in the existing fire protection system, thereby providing a basis for subsequent improvement and design.
This study adopts both literature review and case study methodologies. Relevant domestic fire safety regulations, building codes, and policies concerning the Specific Factory Registration System were first collected to establish the design criteria for improving fire protection systems in existing factories. Subsequently, the current conditions of the selected factory were evaluated through comprehensive fire protection planning and system assessments, including exit signage, emergency lighting, water-based fire protection systems, indoor and outdoor fire hydrant systems, automatic fire alarm systems, smoke control systems, and effective ventilation openings. In addition, fire hydraulic calculations and equipment capacity planning were conducted by integrating building spatial characteristics with fire risk assessment. Furthermore, a comparative analysis of fire protection planning before and after improvement, together with a cost evaluation model, was established to quantify the investment benefits and economic feasibility of the proposed fire protection improvement project.
The research results indicate that appropriate fire protection engineering planning and design can effectively compensate for deficiencies in existing fire protection facilities, enhance initial fire suppression capability, and improve the overall effectiveness of fire control. Although the proposed improvement project requires a certain level of initial investment, its long-term benefits significantly outweigh the potential losses resulting from fire incidents, production interruptions, and regulatory penalties. The project therefore demonstrates favorable investment returns and substantial risk reduction. The fire protection planning and cost analysis model proposed in this study offers considerable practical value and can serve as an important reference for the legalization process and fire protection improvement projects of specific factories. It also contributes substantially to enhancing factory safety and facilitating the effective implementation of government policies.
