Abstract | The hinterland of New Taipei City is vast, and most of the areas are adjacent to Taipei City. In the event of an accident of toxic chemical substances, it may cause serious disasters. In order to effectively prevent the occurrence of disasters, and take relevant protective measures immediately after the disasters, reduce causes loss of personnel or finance in disaster events. This study is mainly carried out in Sanchong District. The reason is that there are many small factories in the Sanchong District, and they are all located near residentˇ¦s homes. The other reason for the research is to explain the potential hazards of the possible hazardous disasters, and pre-build and grasp the possible point sources, area sources of influence in the area, and resources that can be used immediately after the disaster (relevant protective equipment and monitoring equipment), the start-up mode of the emergency response organization, the disaster prevention and rescue, the operation process of the medical system unit, and the establishment of the notification system information of the units. The establishment of relevant information is primarily to prevent the occurrence of disaster accidents. It can also respond to disasters in a timely manner and minimize the disasters, and avoid secondary disasters after the disasters have recovered to achieve effective disaster prevention. This study will simulate the worst-case scenarios, including the prescribed hazard source discharge mode, amount of hazardous substance discharge and discharge rate, etc. The focus of research and analysis on toxic chemical substances is for the diffusion during storage, transportation and use, calculate the diffusion impact range and hazards, and whether it reaches the hazardous concentration that affects the human body. The above information could be used as a reference basis for the relevant response to disasters. |
