Abstract | At the beginning of the drafting of this research, it coincided with the tight control of foreign workers in COVID-19, the establishment of factories in southern TSMC, and the sharp rise in construction prices. The benchmark table for the compilation of annual common costs and the adjustment threshold of the price index in the military engineering contract were in line with market conditions. The actual cost of the manufacturer cannot be reasonably reflected, and the contractor is hesitant to participate in the bidding of military projects. This has caused many military projects to have failed bids, which in turn affects the combat readiness period. For example, the military engineering units can make good use of information as soon as possible to analyze the factors of rising prices and fail the bids. Reasons, and put forward appropriate solutions to prevent problems before they occur, and minimize the problem, so this is the subject of research. In response to the development of national policies, the military has recently continued major new construction projects, such as the turnkey construction of the Fuxing Camp in Taipei City and the turnkey construction of the Duty Dormitory in Beitou Fuxing Camp. However, the military project budget has been opened. The annual "Common Expenses Compilation Benchmark Table" cooperates with the "Unit Compilation" to calculate the area and quantity, and implement the budget to estimate the direct engineering cost of the main structure and the cost of ancillary facilities. This is to avoid excessive design of the unit, over-reporting of expenses, etc. , After the completion of the budgeting procedures through the level-by-level review and deletion, and after the completion of the budgeting, the special technical service case issuance, demand interviews, basic design planning, environmental impact assessment and other procedures can be implemented before the turnkey project standard publication can be published. To access the Internet, the above-mentioned necessary administrative procedures will take 1 to 2 years as short as possible, and 3 to 5 years as long as the time required, which will result in inconsistencies between the budgeting and the market mechanism. Therefore, in this study, we analyzed the unit price of the new construction of Fuxinggang duty dormitory in Beitou and the social housing project to understand the reasonable unit price of social housing, and carried out an estimate based on the increase in the benchmark table of common costs in previous years, and then based on the project for more than 3 years. To review the results of cases of invalidation of bids, it can be found that most of the cases of invalidation of bids are caused by the unreasonable contents of the agency¡¦s plan, the inaccurate budget preparation, and the failure to meet the actual demand positioning. It is recommended that the cost should be constructed based on the construction price index (total index). ) And the "Public Construction Project Expenditure Estimation and Compilation Manual" plus the new construction coefficient, which is listed as a reasonable unit price. |
