  • Abstract The TTQS is a national-level talent development quality management system aimed at enhancing the operational efficiency of human resource training systems, strengthening competitive advantages for businesses, and continuously improving training quality. Through the PDDRO framework, it ensures the reliability and correctness of training processes for organizations and training institutions. By adhering to a spirit of continuous improvement, it seeks to create organizational performance.
    This study adopts a qualitative multiple case study approach to investigate the implementation of TTQS evaluation in institutions that have achieved a bronze level or above. In-depth interviews are conducted, and a narrative research method is used to summarize and analyze the interview content. The research aims to understand the impact of TTQS implementation on overall institutional performance and gather expectations and suggestions from different industry organizations. This study provides references for various industries and government agencies regarding the tangible benefits of implementing TTQS for organizational performance. The conclusions and recommendations of the study are as follows:
    1.The implementation of TTQS in institutions of different versions has generated substantial operational benefits.
    2.Implementing TTQS enhances the application of human resources capabilities in organizations, resolves competency gaps, and achieves the goal of integrating learning, training, and application, thereby improving the overall quality of industry talent.
    3.The implementation of TTQS has a positive relationship with the overall performance and image value of the organization.
    4.Expectations and recommendations for the organization:
    (1)In terms of government promotion of competency standards development, considering that some industries have not yet fully grasped the implementation direction during the promotion of competencies, it is recommended to actively promote the concept of competencies.
    (2)It is suggested that gold medals and silver medals should be divided into grades. Since the training structure for silver medals and above is relatively complete, the procedures that need to be adjusted every year are relatively subtle, If the medals can be subdivided, so as to facilitate the continuous pursuit of goals and improvement of various institutions.
    (3)When examining the TTQS (Talent Quality-management System), the biggest challenge is seen as the differences in opinions among the counseling advisors and evaluation committee. However, the majority agree that the TTQS is beneficial in assisting organizations to develop education and training and improve their emphasis on professional skills.
    (4)Senior institutional leadership must be actively supportive and committed to advancing TTQS, where talent can be demonstrated. The importance of management in an organization; can also help to shape a culture that values talent development and management. Organizational culture, and then promote the overall development of the organization.
    (5)It is recommended that relevant government agencies continue to conduct regular "qualitative research interviews" with organizations from different industries in the future. This will allow them to gain practical insights into the needs of various organizations at different times and provide assistance in resolving them.
