  • Abstract The exterior environmental variable of the building is fairly great. The outdoor signboards are inevitably exposed to conditions, such as wind, sun, and rain in the long-term, and are apt to deteriorate because of the natural environmental erosion. In addition, the general lack of the concept of maintenance and management leads to accidents of public security when buildings are hit by typhoon.
      Based on the regulation of the wind-resistant building design and the illustration of the equation expressing vertical distribution of wind speed, wind speed gets higher when altitude gets higher. Therefore, on the same condition of time and location, the higher the signboards are built, the stronger wing they have to face.
      In recent years, the main factor which results in the damage of signboards in Taipei City is the influence of typhoon. This research is going to focus on Soulik Typhoon, Soudelor Typhoon, Dujuan Typhoon, Megi Typhoon, and compare and analyze the damage data, with a view to realizing the latent problems. According to the recent condition of signboards from research areas and the conclusion of comparing damage data from typhoon, the signboards which have applied for permission and gone through examination have lower rate of damage caused by wind, and have higher safety.
      By compiling statistics of disastrous damage types in Taipei City, it is found that the signboards”¦ damage caused by wind is more and more serious because of typhoon. According to the four examples in this paper, the disastrous condition of signboards in Taipei City includes 66 cases which are recorded to cause damage to humans or vehicles. Apparently, the exterior environmental variable of the building is relatively big. In addition, by normalizing the time that typhoon hit, the time that the center of typhoon is closest to east longitude 122 degree (Time D) is used to be the datum line of conclusion from wind force analysis. According to the conclusion, from 8 hours before Time D, the wind force of typhoon which causes damage should be alerted in the area of Taipei, and the strong wind period continues to 17 hours after Time D. In sum, there are 26 hours in total which have the most obvious influence of wind force on Taipei during the effect of typhoon, and during this period, the degrees of variation, such as the strengthened wind velocity, the duration of easterly strong wing, and the rapid-change direction of wind, are the three most critical factors in the exterior environmental public security of the building in Taipei.
      By collecting and concluding relative documents and writings, and comparing relevant regulations from both central and local government, including Taipei City, they are supplemented by the investigation, analysis, and comparison of current situation. They respectively aim at the environmental safety of exterior wind field, the electricity use and the current situation check of signboards, the tumble and build of signboards, the probable public security problems to the signboards destroying the vertical separating, the current condition examination of the signboards”¦ public security, and the comparison between regulations and practical aspects, and raise suggestions, in order to discover potential questions immediately, and prevent them in advance. In this way, the threat to the safety of citizen”¦s life and property can be avoided.
