Abstract | This research arises from the some twenty-six(26) incidents in which ceramic tiles fell off the outer walls of older buildings during the onstaught of the cold front during Chinese Lunar New Year in February and March of 2014, causing injuries to persons. This research has led to the discovery that there are are no relevant regulations governing the maintenance or use of the building outer walls. Although the central governmen , and the business, munidpal, and academic sectors have discussed the implementation of regulations, any such implementation is not no pace with the deterioration of these older structures or the need to preserve public safety. This search details the impact of the outer walls of aged buildings on public safety through an overview of current construction methods, case studies, and expert interviews, etc Currently, the government only inspect the adhesiveness of the ceramic tiles and general outward look of the buildings(urban planning inspection). However, the use of the outer walls, their management, inspection, and reporting standards are lacking, causing property owners to lack the proper understanding concerning their rights and responsibilities concerning the use of the outer walls. Thus, the purpose of this research is to assist property owners understand their rights and responsibilities when issues arise concerning the outer walls. This research has utillzed a case study to assess the differences in the conditions of the outer walls before and after renovation, in order to increase property owners willingness to cooperate with government Policies, to make proper repairs to ensure public safety. At the present time, there are no professional inspection associations that inspect these outer walls. Although the City of Taipei has sought assistance from the academic field to conducttraining for inspection personnel, the central government has expressed differences over the training criteria This together with the fact that the duration of training is short, reguires further assessment of the credibility of this type of training. As such, it is recommendedto the central and iocal government that the over all planning on subject matter be done on a short, mid, and longterm basis, in order to ensure public safety.
