Abstract | Abstract Public construction is an indication of advancing country, and a foundation of economic growth. It not only promotes the prosperity of society and economy, but also represents how developed a country is. Most public constructions are huge and complicated. Yet, not only the quality of public construction decides the image of a country, but it also has a direct impact on the assets, lives, and living quality of the public. In order to have a better quality and better management of public construction, and establish effective quality management system, so that all the members participating in the construction can understand the importance of quality in a construction project, we need to implement a quality management system for construction. The end goal is to make a construction project compliant with specifications and standards; hence to improve the quality of a public construction. Since Taiwan implemented Procurement Law, turnkey contracts have been used for public construction for quite a few years, but turnkey contracts are not popular in Taiwan as in foreign countries. One of the main reasons is, an employer might encounter many issues in a turnkey project, and have numerous contractual disputes. Therefore, employers are not so willing to use turnkey contracts. This study will collect references and case analyses (using ¡uTaiwan Taoyuan Airport Access MRT Construction Project¡vDepot Civil Turnkey Project, as an example), and systematically focus on the common problems encountered by turnkey contractors in quality management and the issues encountered by supervising consultants and employers during supervision of construction quality, demonstrated with real-life cases, and then use the procedures in quality management system of turnkey projects, as a foundation, to review the current status of implementing turnkey contractors¡¦ quality management system during construction phase, and to come up with strategies for solving issues, so to serve as a reference for improving future turnkey procurement systems in public construction. |
