  • Abstract Population in Taiwan has densely inhabited in metropolitan areas, and changes in demographic structure. The effects of declining birthrate and aging population have also led to some serious problems.. The Executive Yuan announced in 2019 as "the first year of place making" to promote ¡§Place making¡¨ policies. The National Development Council was responsible for coordinating and integrating resources and jointly assisting in promoting local place making. Meanwhile, Japan also faced the same problem.
    Japanese Prime Minister Abe Shinzo put forward the "Local Place Making" policy in 2014, and aggressively amended outdated legal provisions, revitalized the local economy, and promoted Japan's tourism policies. In addition, he further proposed a destination management and marketing organization system. What is more, in order to promote local tourism and place making, the Japanese government revised the "Travel Industry Law" in 2012, and added the fourth type of tourism industry, the ¡§exclusive areas for tourism industry" to cater the trend of jaunt throughout the world.
     
    This study intends to explore the policies related to the local tourism development in Japan. Taking the Japanese Kunigami village of Okinawa as an example, to understand the problems arising from the process of promoting "Exclusive Area Travel Agencies" and "DMO".
    We look forward to discussing the following issues through the study:
    To understand Japanese policies on local tourism development and the current status of DMO development.
    Japan is setting up exclusive areas for tourism industry, which will affect the young people return to their hometowns, and revitalize the local economy and develop local tourism.
     
    The study hopes to adopt the experience of Japanese local tourism development to Taiwan. The promotion of local tourism development in Taiwan is imperative. The results of this study show that Japanese policies in the development of local tourism include how to strengthen attraction and maintenance, establish organizations, and revise regulations. In the establishment of the organization, the DMO of the trial establishment area plays a crucial role. Furthermore, the revision of laws and regulations should focus on the simplification and the legalization of counseling local businessmen. It is essential to reduce the difficulty of youth participation.
    This study suggests that:
    It is suggested that if the government wants to promote DMO, it can coordinate the participation of various enterprises. In addition, the research hopes that manifold entrepreneurs give an impetus to tourism through their management capacities and funds.
    DMO organization embraces managements, IT, diversified industries, finances, languages, people with special skills and so forth. Furthermore, we hope that the government can attach great importance to the personal tranning, and boost affairs successfully. 
    It is hoped that the government untie the outmoded laws and regulations on tourism as soon as possible, so that young people have more chance to return their home town. They definitely can boost place making by themselves. After more than ten years of hard work in Japan, they actively have promoted tourism policy to achieve the goal of becoming a large tourism country. Therefore, the approaches of tourism development in Japan are worthy of imitating and emulating.
    Traditional travel will be replaced by independent travel. With the advance of technology and internet, experiencing and in-depth travel will soar likewise. Travel will not be limited to cities; thus local travel is bound to become a trend. It is a tendency which combining local travel with DMO to create place making. It is hoped that the department concerns are taking proactive measures and planning earlier, namely the purpose will avoid losing business opportunities.
    Set up both big data database and investigatory statistical techniques on tourism as soon as possible. Please see the survey data on the consumption trends of foreigners visiting Japan by the Japan Tourism Agency. The content is substantial and published quickly, which can be taken by the Taiwan government as reference. These results of big data analysis can be adopted by the assoicated industries and the affiliated departments as marketing strategies and layouts.
