  • Abstract How to impartial and objective assessment of the performance of personnel within the enterprise is the most troublesome problem for each business owner. Especially in the project or process-based enterprises, each person's work content is not the same, but at the end of the year, they must be assessed to determine who is the best or who is to be improved. It is easy to cause management of dead ends, and the staff morale will be affected. This paper proposes a scorecard-based evaluation method by calculate their work flows, which can take into account the objective evaluation of employee performance, and can also consider the limited resources of the enterprise to achieve the best performance and work output. This method can provide a new management tool for the business community and is worthy of study and discussion.
