Abstract |
Due to global warming and abnormal climate change, the happening frequency of extreme weather is increasing. The extremely heavy rain caused by extreme weather has brought about many disasters all over the world. Moreover, the rainfall accompanied by a strong typhoon has always broken the previous record. This paper aims to discuss the most suitable evacuation routes of floods. I will take Sinjhuang District in New Taipei City as an example. By using the chart informaiton system of flood-prone roads in every district developed by the New Taipei City government,and consulting the database of the history flooding from 2001 to date, I will use the accumulated precipitation of 450mm as the minimum value and the simulated precipitation of 1000mm as the maximum value to simulate flooding conditions. Furthermore, I will adopt AHP (Analytic Hierarchy Process) to find out the deciding factors of affecting evacuation routes, and by means of geographical information system, to plan the most suitable evacuation routes in the hope that when flooding comes, we can launch the evacuation swiftly and effectively, and minimize the damage. |
