Title | Research on the Reformation of the current Safety Review of Hazardous Workplace in Construction Industry | ||
Keyword | |||
Abstract | The inspection regulation on hazardous workplace review has been implemented for since May 2, 1994, with 6 revisions since then.However, through the operation till now, the papers required and survey procedures are far much too complicated and time-consuming and caused much workload for the survey agency as when enterprises execute the works, they sometimes find correction needed. All these may also cause time cost, manpower allocation, etc. in addition to the work load of the survey agency, while the survey agency also has to focus their recheck on the construction site then and there. This research is trying to organize the actual operation of the survey and has interview with experts in attempt to simplify the paper required and propose revision on current assessment system. Here our conclusion for the proposal - 1) To simplify the papers required by listing the tables needed and not with duplicate papers. 2) To focus on hazard workplace assessment issues while enterprise should not follow simply the proposal from the survey agency in hope to get the approval sooner. 3) To include the enterprise representative, construction designer and supervision authorities (including assessment agency management department.) as team member for the survey to have smooth communication for the execution of the project. 4) To focus intensively on the risk issues of the construction only for the team members. 5) To review on the current risk assessment system if there is feasibility to adopt the risk assessment list similar to those for USA or United Kingdom, or to Safety recheck system in Japan. 6) To have school course covering specialty in industry security assessment in every level of education, including senior high specialty school, professional training college, or university so that the students will get basic knowledge for industry safety and the safety concept will be built up. This research and proposal is presented according to current actual operation of the procedures in the place to be considered into the future execution and / or revision for currently system. Further proposals on detailed procedure and execution policies, etc. will be presented in further research |
