  • Abstract Currently chemical widely used in multi-flammability, corrosivity, reactivity and toxicity. The accidents of toxic chemicals may cause serious pollution by atmospheric diffusion major disasters. In addition to polluting the environment, it will also caused serious threat to life and property safety of public. If elementary school is in the toxic chemical accident range. Because children strain response is weak, it may caused more serious harm. To grasp the place of toxic chemical factories distributed in advance poison disaster potential analysis to understand the properties and hazards of toxic chemicals may affect the range, would help elementary school students to plan evacuation operations.
In this study, we used Xinzhuang District cyanide operating places as an example. The GPS, ALOHA software and SuperGIS was used to calculation risk value. We considered no wind, annual average wind, wind in summer and winter to calculated and plotted Xinzhuang District cyanide disaster risk potential map. It shows that the Tou-Ął Elementary School will be affected by cyanide disaster in Xinzhuang District. We planning contingency mechanism for evacuation of this school by analized the school organization, building layout and location. The school staff and volunteers will be appropriately grouped so that when disaster strikes and effective response. The students evacuation would be separated to avoid overcrowding caused some students were injured happens. Chang-Ął Elementary School was selected as refuge.
